FGD, Safety is First in the Transportation Sector
Purwodadi – The Railway Maintenance Center (Baperka) held a Focus Group Discussion (FGD) with the theme of safety using the tagline #Berteman as a form of participation in the major agenda of the railway sub-sector safety campaign. The agenda was held on Friday (2/9/2022) in the city of Purwodadi.
The FGD was held in two sessions, the first session invited resource persons from the Transportation Agency of Grobogan Regency and the second session consisted of material from the Railway Maintenance Center team.
The FGD event was opened by the Head of Administration Subdivision of the Gunawati Railway Maintenance Center. In her speech, Gunawati said that Baperka was ready to carry out the instructions of the Directorate General of Railways to campaign for safety at railroad crossings.
"Today's FGD is a series of safety campaigns carried out by the Railway Maintenance Center, previously Baperka carried out campaigns at several crossing points of a train plot, and also on social media. Hopefully there will be more value for what we do. People know and understand the importance of safety, especially at level crossings,” said Gunawati at the opening of the event.
The safety campaign is carried out simultaneously in all offices or UPTs of the Ministry of Transportation, including the Directorate General of Railways. Especially in the Directorate General of Railways environment, the safety campaign takes the theme of level crossings. The FGD material contained safety warnings on roads and at railroad crossings. There are two laws that are used as guidelines for creating safety on road transportation.
First, Law Number 23 of 2007 concerning Railways, states that there are four safety factors in the operation of trains in article 1 number 1. Safety is created with four factors, namely infrastructure, facilities, human resources and the community so that transportation is safe, safe and comfortable.
Factors of infrastructure, facilities and human resources are the responsibility of regulators and operators in the railway sub-sector. The Directorate General of Railways is the regulator and PT KAI (Persero) is one of the operators. Meanwhile, community factors require the participation of all elements of society to create a transportation safety culture.
Safety culture in society is influenced by the psychology of human behavior. The safety campaign was launched based on an analysis of the behavior of violations committed by some people at railroad crossings. Such behavior that tends to violate has the potential to cause accidents at railroad crossings. This can be seen in the news of the accident between the train and the odong-odong that occurred in Serang in early 2022.
Meanwhile, from a juridical point of view, it is important to note that there are provisions for sanctions if you commit a violation at level crossings. There are legal risks that will be borne by the driver if he commits a violation at level crossings.
Law Number 22 of 2009 concerning LLAJ in article 296 more or less states that, everyone who drives a motorized vehicle at the crossing between the train and the road does not stop when the signal has sounded, the rail gate has started to close, and/or there are other signals. , shall be sentenced to a maximum imprisonment of 3 (three) months or a maximum fine of Rp. 750,000 (seven hundred and fifty thousand rupiah).
On the sidelines of the material, symbolic safety pins were affixed to the FGD participants. Embedding was carried out by Baperka leaders and resource persons to three participant representatives, consisting of community representatives, Baperka partners and representatives of students as the nation's young generation.
