Secretary of the Directorate General of Railways: Change for the Better Towards BLU
Grobogan - Secretary of the Directorate General of Railways at the Ministry of Transportation, Zulmafendi, directly inspected the readiness of the Balai Perawatan Perkeretaapian to become a Public Service Agency (BLU) at the Grobogan Balai Perawatan Perkeretaapian office in Central Java on Thursday (16/9/2021).
Arriving at the Grobogan Ngrombo Workshop, Zulmafendi was greeted by M Andi Hary Murty as the Head of the Railway Maintenance Center and his staff. Also shown to the Secretary of the Directorate General of Railways are several state-owned railway facilities and facilities within the Railway Maintenance Center, from the main gate to the equipment and building facilities within the Balai area.
This agenda is Zulmafendi's first visit to the Railway Maintenance Center. After seeing the existing facilities at the Railway Maintenance Center, Zulmafendi, who came accompanied by the Head of the Class I Railway Engineering Center for the Central Java Region, Putu Sumarjaya, conveyed his positive impression of the facilities at the Balai Perawatan Perkeretaapian which were well maintained and in clean condition.
In his remarks and directions in front of the staff of the Balai Perawatan Perkeretaapian, Zulmafendi supported the Balai Perawatan Perkeretaapian to advance to become a BLU by taking steps to transform according to the times. "I hope that the Balai Perawatan Perkeretaapian is ready to make changes for the progress of the center and for the sake of mutual prosperity," said Zulmafendi.
Through the message conveyed on the occasion of the visit, Zulmafendi reminded that the UPT which will become a BLU must prepare the necessary equipment properly. As a business unit in the government, the BLU unit must determine the main services to be run as the core business, so that the BLU entity has the ability to sustain itself.
"It is necessary to see what potential Balai has to be able to be managed as a source of income as a BLU entity in the future," explained Zulmafendi.
As a work unit that will advance as a BLU, the Balai Perawatan Perkeretaapian must explore its potential related to the management of public services for the provision of goods and/or services sold, meaning that there is a spirit of service along with an independent economic motive that must be built, so that on the one hand it allows to be appointed as a business strategy plan, on the other hand the Balai Perawatan Perkeretaapian must adapt quickly to prepare its human resource capacity through various trainings and training towards independent management.
Responding to the support of the Secretary of the Directorate General of Railways, the Head of the Balai Perawatan Perkeretaapian, Andi Hary Murty, welcomed and made it a motivation to continue to improve the quality of human resources so that they can compete in the business ecosystem in the future. "Thank you for the support given, we will try to carry out the mandate that will be given well", explained Andi.
There are many advantages that can be made by Units turning into BLUs, first in terms of institutional management that is more independent and flexible in order to be adapted to business strategies in an effort to develop quality and capacity of public services. Then the vulnerable control of the BLU unit with the central Ministry of Transportation is heading towards a more independent direction, because BLU is an entity that is made similar to the operational management of corporate business entities, so that the audit mechanism that was originally carried out by the internal auditor of the Ministry of Transportation, will turn into an audit mechanism by the auditors independent.
The agenda of the visit lasted approximately four hours, from the arrival of the group at four in the afternoon until leaving to continue the journey to Surakarta at eight in the evening local time. (yog)
