Socialization of Minister of Transportation Regulation Number 49/2023

Bekasi (2/2) – The Directorate of Railway Facilities conducted a socialization event for Minister of Transportation Regulation Number 49/2023 on the Standards, Procedures for Testing, and Certification of Fitness for Normal-Speed Railways with Self-Propelled Engines. The event took place for one day in Bekasi, West Java.

The purpose of this socialization was to inform railway equipment inspectors, operators, and manufacturers, particularly those who operate railways with self-propelled engines, about the new regulations governing standardization, testing procedures, and certification for normal-speed trains with self-propulsion.

This regulation introduces several updates, including changes to the scope of testing, test parameters, application requirements, testing methods, and other aspects. The event also served as a platform for discussion, particularly for operators who may not fully understand the implementation of PM 49/2023 in the testing process.

Minister of Transportation Regulation Number 49 of 2023 replaces Minister of Transportation Regulation Number PM 13/2011. This new regulation, which was established on 6 November 2023, consists of nine chapters, 29 articles, and nine attachments.

The background for the issuance of PM 49/2023 includes:

  1. Government Regulation Number 56 of 2009, as amended by Government Regulation Number 6 of 2017, concerning the Organization of Railway Transportation, which mandates the drafting of a ministerial regulation that covers the following:

    • Initial testing (design and engineering tests, static and dynamic tests);

    • Annual periodic testing and complete periodic testing;

    • Testing locations.

  2. To provide legal certainty regarding the regulations for initial testing, annual periodic testing, and complete periodic testing.

  3. To implement provisions from Article 201, Article 206, and Article 220 of Government Regulation Number 56 of 2009 on the Organization of Railways, as amended several times, most recently by Government Regulation Number 33 of 2021 on the Organization of Railway Transportation.

The socialization event was an important step toward ensuring that railway stakeholders, particularly those involved in the operation and maintenance of self-propelled trains, are well-informed and prepared to comply with the updated standards and testing protocols outlined in this new regulation.
