2023 Performance Report of the Directorate General of Railways
The Directorate General of Railways, as the regulator of railway transportation, carries out functions of regulation, control, and oversight of railway operations, as well as infrastructure development in accordance with priorities based on the National Medium-Term Development Plan (RPJMN) and the Strategic Plan for 2020-2024. The organization and development of railway services aim to create a reliable and competitive mass transportation system that can address transportation issues in urban and intercity areas.
To fulfill its duties, the Directorate General has established Performance Indicators that serve as benchmarks for the success or failure of its regulatory role. The achievement of these Performance Indicators is monitored periodically and reported in the annual Performance Report to ensure the implementation of the Government Agency Performance Accountability System.
The 2023 Performance Report of the Directorate General of Railways details the implementation of the work plan set through the Performance Agreement, reflecting the dynamic developments of 2023. The report is prepared in accordance with the Regulation of the Minister of Transportation No. PM 85 of 2020 on the Implementation of the Government Agency Performance Accountability System, in line with the Strategic Plan of the Ministry of Transportation for Railways for 2020-2024.
This report serves as a reference for annual performance evaluation and aims to enhance the future performance of the Directorate General of Railways. This is essential for creating a good governance system that promotes transparency and accountability within the government.
The vision of the Directorate General of Railways, Ministry of Transportation, is: “The Directorate General of Railways strives to create a reliable, competitive, integrated, technological, and affordable railway system to realize the Vision and Mission of the President and Vice President: 'A Sovereign, Independent, and Cooperative Indonesia.'”
To achieve this vision, the Directorate General has set the following missions:

Enhance the connectivity of an integrated and sustainable railway network.

Improve the performance of efficient and effective railway transportation services.

Enhance safety in railway transportation.
To ensure the realization of its vision and missions, three Program Objectives and seven Performance Indicators have been established for the management of railway services. Based on the latest revision of the 2023 Performance Agreement, the following performance targets have been set for each objective and indicator:

Additionally, the report indicates that the budget realization for the Directorate General of Railways in 2023 was IDR 6.546.119.112.828, which is 84,18% of the allocated budget of IDR 7.776.454.929.000. This realization is lower than the 2022 budget realization of 98.51% and below the planned fund withdrawal (RPD) for 2023 of 84,57%. Regarding non-tax state revenue (PNBP), the realization for 2023 reached IDR 763.597.248.089, or 63,79% of the 2023 target of IDR 1,197,097,575,000, encompassing both functional and non-functional revenues.
The preparation of the 2023 Performance Report for the Directorate General of Railways is expected to provide performance information and program/activity evaluations to serve as a basis for performance improvement in subsequent periods.
