Optimization of BMN Depok Assets

Depok - The Railway Maintenance Center is in the position of the government UPT which manages large assets. Apart from the Ngrombo Workshop assets which are Balai's head office, then the Solo Jebres KRL Depot which only recently operated under a cooperation scheme with PT Kereta Commuter Indonesia (KCI), there is one Depok KRL Depot which has been managed for a longer time using the same scheme, together with PT KCI.

Realizing the huge potential it manages, the Railway Maintenance Center carries out important activities in the context of comprehensively assessing State Property (BMN) at the Depok KRL Depot. The assessment of BMN's assets was carried out in collaboration with KPKNL Semarang, which then appointed KPKNL Bogor in the assessment. The assessment agenda starts on Monday (5/8/2024) and will take place over several days.

The agenda began with a meeting to discuss the BMN assessment led by the Head of the Periodic Maintenance Section of the Railway Maintenance Center, Dedi Humaidi.

The meeting was attended by staff from the Railway Maintenance Center, the Semarang State Property and Auction Service Office (KPKNL) team, Bogor KPKNL, and PT Kereta Commuter Indonesia (KCI). This meeting becomes a reference for the team to carry out a comprehensive and systematic asset assessment.

After the discussion meeting, the team continued its activities by conducting direct surveys at each BMN location point. This survey includes an assessment of land and buildings, as well as an inspection of maintenance equipment and machines in the Depok KRL Depot area.

The joint team from BMN and PNBP (Non-Tax State Revenue) from the Railway Maintenance Center and KPKNL carefully evaluated the physical condition of existing assets, ensuring that every data reviewed was in accordance with conditions in the field. This inspection is not only important to properly assess the value of the asset, but also to identify potential repairs or maintenance that may be needed.

Apart from the BMN inspection, the team surveyed the land value of the Depok KRL Depot according to market prices in the area around the Depot. This survey aims to obtain the latest relevant market price data, so that asset valuation can reflect its true value. This data will be an important reference in the BMN asset assessment process and in making future strategic decisions.

This asset assessment does not stop at the Depok KRL Depot. At a different time, Thursday (19/8/2024), the BMN and PNBP teams from the Railway Maintenance Center, KPKNL Jakarta, and PT KCI continued the series of assessments by conducting an assessment of BMN assets at the KCI Overhaul Workshop in the Manggarai Yasa Hall area of ​​PT KAI (Persero ). This activity is part of ongoing efforts to assess and ensure the value of assets owned by the Railway Maintenance Center remains accurate and in line with current market conditions.

The benefits of this asset appraisal activity are very significant. Accurate and structured assessments ensure accountable management of BMN. Accurate asset assessment data also supports more effective budget planning and maximizes the use of state assets. With proper assessment, the Railway Maintenance Center can continue to manage assets sustainably and ensure operations run optimally.

The series of activities for optimizing BMN Depok Depo assets continued with the Joint Inspection agenda and in parallel the discussion of the legal drafting of the cooperation agreement document for the use of the Depok KRL Depot between the DJKA Railway Maintenance Center and PT KCI. Both agendas will take place on Tuesday (27/8/2024) at the Depok KRL Depot.

This activity is a series of preparations for the operation of the Depok KRL Depot by PT Kereta Commuter Indonesia (KCI), which plans to sign a cooperation contract with the Railway Maintenance Center which will carry out a contract extension/renewal of the contract in early September 2024.

Before carrying out a joint inspection with PT Kereta Commuter Indonesia, the Railway Maintenance Center had carried out a series of activities starting from submitting an application for rental rates for State Property in the form of land and/or buildings as well as equipment and machinery at the Depok KRL Depot and Manggarai Yasa Hall to the State Property Services Office and Auction (KPKNL) Semarang to carry out an assessment of the BMN.

After that, the Railway Maintenance Center also carried out assessment assistance for the BMN objects being assessed. The hope is that the BMN rental rates will be released soon after which rental payments will be made and contracts will be signed on the agreement for the use of State Property in the form of land and/or buildings as well as equipment and machinery at the Depok KRL Depot and Manggarai Yasa Hall with PT Kereta Commuter Indonesia.

The aim of this activity is the finalization of the Joint Inspection which includes visual and functional inspection of the land and/or buildings as well as equipment and machinery at the Depok KRL Depot and the KCI KRL Overhaul Workshop in the Balai Yasa Manggarai area.

The Joint Inspection was carried out by representatives of the Railway Maintenance Center and PT Kereta Commuter Indonesia (KCI).

The team is divided into two groups, namely the equipment and machine inspection group and the land and/or building inspection group.

The equipment and machines themselves at the Depok KRL Depot amount to no less than 46 pieces of equipment in the form of maintenance support facilities and maintenance support equipment and for land totaling 13 plots, while the buildings/buildings total 21 units, plus assets in the form of box culverts, permanent fences, pathways. trains, as well as overhead power circuits. For the KCI Overhaul Workshop in the Balai Yasa Manggarai area, the number of equipment being inspected is three units, plus one unit of equipment/machinery located in Bogor.

It is hoped that the State-Owned Goods in the form of land and/or buildings as well as equipment and machines that have been inspected will be used by PT Kereta Commuter Indonesia under a rental cooperation scheme, as a form of utilization of State-Owned Goods as well as service support in improving the safety of urban rail transportation in the Jabodetabek area.
