Based on Law No. 25/2004 concerning the National Development Planning System, the Ministry of Transportation Strategic Plan (Renstra) for the Railway Sector for 2020 - 2024 is a planning document for the Echelon III Work Unit of the Railway Testing Center for a five-year period.

The Ministry of Transportation Strategic Plan 2020 - 2024 contains goals, objectives, strategies, policies, programs and development activities in accordance with the duties and functions of the Directorate General of Railways which are prepared by referring to the Ministry of Transportation Strategic Plan 2020 - 2024 and the National Medium-Term Development Plan (RPJMN) 2020 - 2024.

With the preparation of the Strategic Plan of the Railway Testing Center of the Directorate General of Railways of the Ministry of Transportation for 2020 - 2024, then this document must be a reference in the preparation of the programs of each work unit under the auspices of the Railway Testing Center as well as the Work Plan and Budget every year from 2020 to 2024.
