TO IMPROVE SAFETY AT LEVEL CROSSINGS, BTP PALEMBANG HOLDS AN EDUCATIONAL MEETING
Palembang - The Palembang Class II Railway Engineering Center held a meeting with the theme, "Meeting on Level Crossing Handling as well as Certification and Skills Training for Railway Crossing Guards in the Palembang Class II Railway Engineering Hall Area" on Tuesday, (06/02) which took place at The Hotel Zuri, Palembang.
This activity was attended by four competent resource persons and approximately 65 participants, most of whom were from the South Sumatra to Lampung Regional Transportation Service. The four speakers include Mr. Danan Widonarko as Head of Sub-Directorate for Railway Engineering and Safety Improvement, Mr. Budi Ferdian as Coordinator of HR Certification and Railway Institutional Accreditation, Mr. Windi Nopriyanto as Deputy Director 3 PPI Madiun, and Mrs. Dewi Hestiwijayanti as Head of HR Testing at the Railway Testing Center.
In the first session, material was delivered by Mr. Danan Widonarko who discussed the Government's efforts regarding handling level crossings and explained what causes accidents at level crossings, namely road users who lack discipline, the absence of doorstops from the local government, road geometry, Insufficient visibility between the driver and driver, does not comply with the law, and is not equipped with road signs. He explained that there are still many accidents occurring in Indonesia.
"Handling accidents at level crossings can be pre-emptive (initial prevention), preventive (prevention), and repressive (law enforcement). For new level crossings, yellow boxes and panic buttons are now being made. Accidents at level crossings can be covered by Jasa Raharja if the accident occurs due to the regional government's negligence in providing equipment for the level crossing. "Local governments must diligently carry out outreach on level crossings to prevent violations at level crossings." Said Danan Widonarko.
The next material discusses PNBP IDR 0, Human Resource Certification for Road Guards, Testing for Road Guards, and Training for Road Guards, which were completed by Mr. Ferdian, Mr. Windi Nopriyanto, and Mrs. Dewi Hestiwijayanti.
Through his presentation, Budi Ferdian said that PM 24 of 2023 changes Article 3 and Article 6. Article 3 relates to the obligation to have and procedures for proficiency certification, Submission of level crossing guard certification online. Before being submitted, you must pass the training first. The requirements are an application letter for HR certification and a letter submitting a PNBP of 0 Rupiah to the Director General of Railways, and before you can be tested for competency at the Test Center, you must pay the PNBP first.
"Previously the total tariff was IDR 540,000 but many Transportation Departments objected so finally a PNBP policy of IDR 0 was made with the approval of the Ministry of Finance." he continued.
The next presentation was delivered by Windi Nopriyanto who explained that PPI Madiun was still the only polytechnic specifically for railways. Apart from educating cadets, it also carries out PPI Madiun Accredited railway training from the Ministry of Transportation based on KP 717 of 2016. And the level crossing guard training totals 50 hours of lessons for about one week, consisting of 32 hours of theoretical lessons and 18 hours of practical lessons.
The final material was closed by a presentation from Dewi Hesti Wijayanti who explained the workflow system for submitting certification applications to the issuance of certification and smart cards for those who passed the test.
As a follow-up to the Level Crossing Handling Meeting and Certification and Skills Training for Railway Crossing Guards on Tuesday (06/02), the Traffic, Facilities and Safety Team of the Class II Palembang Railway Engineering Center together with the HR Certification and Railway Institutional Accreditation Coordinator team continued agenda for a field visit to Kertapati Station, Palembang at JPL 90A (KM 398+7/8) on Wednesday, (07/02).
The Palembang BTP Team is busy providing education to the public not to break through train door bars when trains are passing. Apart from providing education, the Palembang BTP Team also put up banners prohibiting breaking through train door bars.
This activity was carried out to increase public awareness to always prioritize safety at railway level crossings.
