Nagasaki (26/06) - Indonesia c.q. Ministry of Transportation participated in the 22nd ASEAN-Japan STOM Leaders Conference held in Nagasaki, Japan on 25-27 June 2024. The meeting was attended by senior transport officials from ASEAN Member States, Japan and the ASEAN Secretariat to discuss cooperation and share policies and long-term vision in the transport sector under the ASEAN-Japan Transport Partnership (AJTP). The meeting was co-chaired by Malaysia, as Chair of ASEAN Transport Cooperation in 2024, together with Japan.

Indonesia also highlighted its efforts to promote the logistics sector through several activities conducted in cooperation with Japan, namely

a) Cold Chain Logistics Workshop 

b) Policy Dialogue and Cold Chain Logistics Workshop

c) 19th ASEAN-Japan Expert Group Meeting on Logistics (AJEGML).

In addition, Indonesia expressed its support for gender equality by continuing to increase the participation or involvement of women in the transport sector, as well as by providing special public spaces, such as the provision of special parking areas and public transport specifically for women.

The Indonesian delegation was led by the Special Staff of the Minister of Transportation for Funding and Finance, accompanied by the Head of the Centre for Facilitation of International Partnerships and Institutions, as well as representatives from the Directorate General of Land Transport, Railways and BPSDMP. Indonesia expressed its appreciation for Japan's support for the development of the transport sector in ASEAN for more than two decades. Indonesia is particularly grateful for Japan's support in the construction of the Patimban Port and the Jakarta MRT. These two strategic projects continue to develop with the support of the Japanese government. Patimban Port is currently in the second phase of construction to expand the container terminal to a capacity of 3,75 million teus and the car terminal to a capacity of 600.000 units/year. 

In addition, the Japanese government, together with JICA, is finalising the development plan for the Patimban Port back-up area. For MRT, Phase II development is under construction and Phase III of the east-west line will break ground in August 2024. said Otto Special Staff of the Minister of Transportation for Funding and Finance.

In addition, Indonesia proposed that Japan could organise a Vessel Traffic Service (VTS) training course at the supervisor level as well as VTS planning training with risk analysis and management. This proposal received a positive response and support from Thailand.  Indonesia proposed a study on mandatory pilotage areas in the Strait of Malacca. 

In addition, the meeting also commemorated the celebration of the 50th Anniversary of ASEAN-Japan Friendship and Cooperation, where at the ASEAN-Japan 50th Anniversary Summit, the leaders adopted two outcome documents which are the Joint Vision Statement on ASEAN-Japan Friendship and Cooperation Trusted Partners and its Implementation Plan.

Finally, the meeting also welcomed the outcomes and new initiatives for the 22nd ATM+Japan Meeting, which will be endorsed by the Transport Ministers of ASEAN Member States at the 22nd ATM+Japan Meeting to be held in Malaysia in November 2024. Indonesia hopes that the agreed outcomes and initiatives will have a positive impact on ASEAN Member States in the transport sector in order to reduce carbon emissions in the ASEAN region and improve maritime safety in Indonesian waters and the ASEAN region.
